Rosalind (Roz) Booker is a native of Oklahoma City, OK. She is married and is the Mother and Nana of four children & two grandchildren, respectively. In 1986, Roz launched her career in the Banking industry. After visiting Dallas, TX in 1988, she fell in love with city and the wealth of opportunities, which catapulted her family’s transition to make Plano, TX their new home. Roz launched her Texas career with a Property Management Company. After one year, she joined a Plano-based Fortune 500 Company where her leadership & skills were recognized by promotions in Catalog Advertising and Public Relations.

A historically underutilized business or HUB certification is issued by the State of Texas for enterprises that are majority owned and operated by minority groups such as African-Americans, Native Americans, Asian-Americans, Women, Hispanics, and other such sectors. The aim of the HUB program is to provide these groups greater opportunity to acquire government contracts in improving the delivery of goods and services in the State.

Established in 1992, the North Central Texas Regional Certification Agency aims to promote inclusion of businesses owned and operated by the disadvantaged, minorities, and women. It aims to assist these sectors through community engagement programs and activities recognizing the cultural, social, and economic value of diversity within the local business community. These activities including helping business in these sectors to secure proper certification that provides equal opportunities to such businesses.
At present, the agency has reviewed about 20,000 applications and maintains a membership of 22 organizations covering over 3,400 certified firms.
